An engineering perspective of the past, present and future of Railways

Eng. B. D Rampala Memorial Lecture
The 9th Eng. B.D Rampala Annual Memorial Lecture organised by the Institution of Engineers, Sri Lanka (IESL), was held at the Wimalasurendra Auditorium of the institution on 20th December 2011. This year’s lecture was on the theme ‘An Engineering perspective of the past, present and future of Railways’ delivered by Eng (Prof) Amal Kumarage (Senior Professor of Civil Engineering, Department of Transport & Logistics Management, University of Moratuwa).

The significance of the theme and contents of the lecture that follows would surely be not lost on policy makers, administrators, professionals etc. and who could help revive the Sri Lanka Railways at the present times. The late Eng.B.D Rampala, as General Manager, Sri Lanka Railways (1955 -70) had risen up to the occasion when the country needed its sons to decide its own destiny. His sterling performance in that seat won acclaims both within and beyond the shores of our country and set an example to all others.

The IESL is the premier professional body, incorporated by an Act of Parliament, to serve the science and practice of engineering in Sri Lanka. It piously commemorates the engineering greats of the past who gave invaluable service to the country during their lifetime, with memorial lectures on themes that are relevant to the present times. The IESL which has over 14,000 members on its roll currently had the honour of having the late Eng. B.D Rampala as its President in 1958.

I consider it a privilege to stand before you to deliver the Eng B.D. Rampala Memorial Lecture for 2011 which is the one hundred and first birth anniversary of Mr. Rampala.

Even though the railways is a subject close to my heart and my professional interest, I did not have the privilege of knowing or associating with this man who to many Sri Lankan was the heart of the railways. As a school boy in the 1960s who used the train when going home for the weekend to the up country, I grew up knowing that the name Rampala meant Railways and Railways meant Rampala- alas that is all that I knew at that time. Later in my professional career it was evident it meant much more to many people who had associated with this great man. But it was not until a few days ago, when armed with a few books and articles on the Railways and Rampala I sat down to study the man and his work in whose honour I had been asked to deliver this lecture.

It did not take me long to come to grips with this compelling personality about whom many people had shared their experiences over the years. But the more I read, the more I was convinced that had been written and said surely was not enough. Even though all of what I have gathered about Eng Rampala is second hand, it is with much honour that I wish to share a little of his life I have come to know, realising with a tinge of regret that I should have either met or at least read of the life and work of this man earlier in my own life and career.

Bamunuarachchigae Don Rampala was born on 14 November 1910 and grew up at his ancestral home in Moraketiya Junction, Pannipitiya . He received his education initially at the Anglo Vernacular Mixed School Kottawa and after which he went to Nalanda College Colombo & completed his Senior Cambridge Examination at Ananda College. According to Mr. Ranjith Dissanayake who is researching material for his forthcoming book on ‘Ceylon Government Railway- Golden Era of B.D.Rampala and the Way forward’, Mr. Rampala entered the Colombo University College where he completed his examinations in Pure Mathematics, Applied Mathematics and Physics. After a few months training in the Police Department he joined the Ratmalana Railway Mechanical Engineering Department of the then Ceylon Government Railway (presently the Sri Lanka Railways) as a Special Apprentice in 1931. He sat and passed the Bachelor of Science Degree of the University of London as an External Candidate in 1933. He then went on to qualify as an Engineer through private study by obtaining the Associate Membership of the Institution of Mechanical Engineers in October 1935.

Eng. B.D. Rampala rose to the position of Chief Mechanical Engineer and then to become the second Ceylonese (as we were known then) General Manager of Railways in 1955 at the age of 45 years, a position he was to hold for 14 years up until his retirement thus becoming the GMR with the second longest term of office. Eng Rampala was elected the President of the Institution of Engineers of Sri Lanka (IESL) in 1958, an important year for transport. It was the year of nationalisation of the bus industry and exactly 100 years after construction of the railways in Ceylon was inaugurated by Governor on 3rd August 1858. He was also instrumental in establishing the Ceylon Transport Board along with Vere de Mel and served in other statutory boards such as the State Trading Corporation and the State Hardware Corporation.

As I read about Eng B.D. Rampala I was struck by the relevance of this man’s example for today, not just for the railways or but transport and for engineering and in fact for all Sri Lanka. He was an engineer par excellence. But he was also a planner, a designer, a builder, a leader, a mentor and above all a servant of the people. Today it is common to think these are all specialist skills and traits to be found in different departments and in different people. But in Mr. Rampala it becomes obvious they were all rolled in to one man.

In fact I may be guilty of subverting the title of my lecture to pay more attention to the man in whose honour I speak tonight. As such the title of this lecture may well be changed to ‘The example of the life and work of Eng B.D. Rampala for the present and future of the Railways and of Engineering in Sri Lanka’. Whatever the actual title of my lecture should be, what I wish to talk about today are the key attributes I am convinced are strong motivational examples for the engineers, planners and managers of today and of tomorrow.

First, I observe that Eng. B.D. Rampala was a Professional of Immense Integrity and Aptitude

Many examples have been written of Mr. Rampala who reputedly had the capacity to fix any problem he was faced with at any time, be it technical, operational, administrative, financial or in management of people. It was not merely positive thinking that got these done, nor was it that he had powerful political connections that gave him added advantages. But it seems to be the combination of knowledge, experience and a strong commitment to serve the people through his office.

His strengths appear to be his thorough knowledge of the workings of the railway, the commitment to practice what he had learned (what I call professionalism) and a reckless abandonment of caution on innovation and development for the common good. He comes across as a professional leader who had the capacity to lead his people and the organisation towards serving the people it stood for.

He was truly a railway-man and one cannot find evidence that he was in anyone’s pocket or a puppet on anyone’s string. He stood his ground on the strength of his professional views and competencies. His reputation spread even abroad and in 1956, the Institution of Locomotive Engineers in London recognised Eng. Rampala as the Best Diesel Engineer East of the Suez. He did not need any political support to get appointed or for survival therein or to provide insurance for any incompetency. He did not seek promotions or appointments by request and neither did he align himself to any power political or otherwise for popularity or protection. Such administrators and even engineers in state institutions are a rare entity today. Sadly this is a need of our times for engineers of integrity to stand up to lead and to protect the practice of engineering and the organisations they represent.

The collapse of engineering leadership in the Railways seems to have begun soon after Mr. Rampala’s retirement as GMR. Perhaps it was the political response to ensure a more subservient institutional head that the next GMR was appointed from the Sri Lanka Administrative Service (SLAS) with an Additional General Manager to assist him in Technical matters. This even led to a very capable AGM (Technical) to retire prematurely from the railways and thus the mentoring and succession of engineering leadership of an engineering institution was broken never to be fully restored.

Eng ARP Wijesekera recollects a news headline in 1977 which stated ‘The trains are running to time, the stations are clean, Rampala is back!!. It was true that Mr. Rampala was back in the Ministry of Transport, but only as a consultant 7 years after retirement. Mr. Wijesekera a former Mechanical Engineer and later President of IESL in 1980, however notes that ‘his tenure was short lived as there was now no place for Rampala or others of his ilk’. So sadly, in just a few years the very organisation that he led for 15 years and the ministry could not properly accommodate his contributions. Things had changed even in the space of 7 years. Sadly the tide still keeps coming in and goes out with each passing change of political administration. Each tide keeps eroding the pristine procedures and practices that were in place before Mr. Rampala’s time which were the pillars on which he practiced his engineering and on which the CGR was built.

Today these engineering processes that were initially instituted by our Colonial masters are being dismantled in full public view. While the purposes of these processes when first instituted could be questioned, they were useful to ensure organisations serve the task they are set up for. They are to ensure that transparency and accountability are built in to the core processes of each organisation. Such processes be they for award of contracts or tenders, for recruitment or promotion or for engineering design or study or inquiry are built to honour, respect and protect the professional inputs that are the core competencies on which engineering organisation should perform.

Rampala’s era with the railways can be termed as an illustrious period in which he demonstrated what could happen when such procedures are in the hands of a true son of Lanka. He took the railway to serve not just the economy of the country but its people. He truly vested it as a national asset to the people and that is perhaps the biggest contribution we see of his tenure of office as GMR from 1955 to 1970.

අද බොහොම දෙනෙක්‌ සමාජ සේවය කරනු ලබන්නේ, ප්‍රසිද්ධියට, නම්බුනාම ගන්න නැත්නම් කුමක්‌ හෝ ලාභයක්‌ උදෙසාය. එහෙත් පලුගස්‌වැව, පුවක්‌පිටියේ ඉසි අක්‌කා දුම්රිය හරස්‌ මග මුරකරමින් කරනු ලබන සේවයට නම් ලැබූ දෙයක්‌ නැත. එහෙත් මෙවැනි අහිංසක, නිහතමානී සමාජ සේවිකාවක්‌ අප ජන සමාජය අතර සිටීම කොතරම් උතුම්ද යනු සිතා බැලිය යුතුය.

පනස්‌හය හැවිරිදි ඇය නමින් එස්‌. සිරියාවතීය. කුඩා කලසිට ප්‍රදේශවාසීන් ඇය අමතා ඇත්තේ ඉස්‌සි අක්‌කා යනුවෙනි. පලුගස්‌වැව පුවක්‌පිටිය පදිංචි ඇය දූ පුතුන් හතර දෙනෙකුගේ මවකි. පී. සේරදමා සැමියායි. කරනු ලබන සමාජ සේවයට අමතරව ජීවත්වීම උදෙසා රැකියාව වශයෙන් කරන්නේ පලා විකිණීමයි.

කිසිදු මුදලක්‌ නොලබා පුවක්‌පිටියේ ඉසිඅක්‌කා සිදු කරන මෙම සමාජ සේවයට අමතරව ඇය ගෙවත්තේ පිංතාලියක්‌ තබා ප්‍රදේශවාසීන්ගේ පිපාසය සංසිඳුවීමට ද කටයුතු කිරීම අගය කළ යුත්තකි.

B. D. Rampala - an engineer par excellenceDaily News Online

History is replete with initiatives of lone individuals that revolutionized the way people live. Civilization itself is a cumulative result of initiatives of such individuals who had the courage and perseverance to see their convictions through. One such individual is B. D. Rampala who became the first native chief mechanical engineer in 1949, of the then Ceylon Government Railways and went on to become the General Manager during the period 1955 - 1970, in what is now Sri Lanka Railways.
Globally, since it was introduced as a means of transport in the UK in the early 19th century, rail transport has been adapted by many countries and the technology developed to maintain its position as the foremost means of mass transportation overland. Today the steam locomotive is all but obsolete and has been over taken by diesel, electric and maglev locomotives, in that order of increased technological sophistication, attaining phenomenal speeds, fuel efficiency and passenger comfort that people are no more confined to smaller locales in their daily routines.

Strict discipline

The reduced travel times has made possible travel on daily basis from farther distances to work in cities, schooling from home, routine shopping and even, more frequent, cross border travel to visit parents and relations.
In Sri Lanka steam locomotives made their debut in the 1860's at the behest of British colonialist tea and coffee growers unable to cope with transport demands of their increasing export trade. The ‘Anguru Kaka Wathura Bibi Duwana Yakada Yaka' as the natives of that time called it aptly described its size and voracious appetite for coal and water while belching smoke with its characteristic hissing noise. It reigned supreme for almost a century, but then mankind was impatient for ever better comforts and quicker pace of life. Sri Lankans were no exceptions and as fate would have it, a son of the soil, B. D. Rampala took up the reins of the railways of the country and delivered on them. Much have been written of this doyen of Sri Lanka Railways and the strict discipline with which he managed.

Transportation systems

The short period within which he transformed the railways in the country to suit the times is etched in the history of local railways as its golden era. The dieselization of locomotives, introduction of centrally controlled electronic colour light signal system, launching of express train services under different names, providing better station facilities, etc. were all done in that period. In short he did what was necessary in his time so that the country and its people enjoyed the fruits of global developments in this field of that time.
A natural question that arises in this context is how have the country's railways fared since B. D. Rampala handed over the reins in 1970. Has it kept pace with global trends and infused new technology to the sector as had many progressive countries done bringing improved transportation systems to their masses. Our big neighbour India is already building on the success of its Kolkatta and Delhi Metros to have new Metros in its other states like Chennai, Mumbai, Bangalore etc. Bangladesh, a developing country too has already drawn up plans for its own Metro rails. Countries in the west are of course far ahead as are Japan, South Korea. China, Taiwan, Singapore, Malaysia etc. in providing the modern conveniences of rail travel to their people. Railways in those countries are carrying a significant proportion of the total passenger load.
In Sri Lanka, originally seen as a means primarily for freight, it became popular for its commuter functions, surpassing the latter at some stage to reach a peak. But thereafter there has been a steady decline, losing much of its passenger share to road transport due to reasons like travel time, reliability, comfort etc. Currently only 7 percent of the daily passenger load of the country is retained by the railways.

Human resources

The almost three decades of terrorism, up to the mid 2009, also took its toll, both on the rolling stock and infrastructure of the railways. It is true that the government purchased new rolling stock from time to time in the past but this was not sufficient to arrest the decline. A 10 year railway development strategy ordering new Diesel Multiple Units to replace the old diesel locomotives, upgrading the Southern railway track after the damage due to the 2004 Tsunami and rebuilding the Northern line destroyed by war is now being implemented by the government. It is also extending the Southern line from Matara to Kataragama, However isn't the zest and revolutionary thinking and steering of the sector that B. D. Rampala amply demonstrated in his time missing in the mere repair, restoration and extending of the existing and by now very old system despite its well known limitations . If not what is holding us back!
Analysts have shown the economics of transforming the system from diesel locomotives to electric locomotives by way of the savings to be had from the fuel and maintenance costs alone. Benefits to be had from electrification would set off the new investments necessary, not to mention the additional benefits of reduced pollution, passenger comfort and the more productive use of human resources through reduced travel time. More importantly the reduced travel time and improved passenger comfort could increase the commuter percentage of the railways helping reduce the road transport congestion to a great extent.
In 1997/98 the Institution of Engineers, Sri Lanka, the apex corporate body of engineers in the country submitted its recommendations for electrification of at least the most used sections in the suburbs of the country's railways. Cabinet approval too was granted and the implementing company was also to be set up before interest on it waned for reasons not clear. Subsequently the Institution of Engineers, Sri Lanka submitted a new proposal in August 2008 for electrification of that section of the railways between Panadura and Veyangoda as the most used by commuters. The IESL has revived its proposals as recently as 2010.
It is under such a background that the engineering fraternity, particularly the railway engineers, would be commemorating their great mentor, B. D. Rampala's memory aptly with a memorial lecture on the theme ‘An engineering perspective of the past, present and future of Railways’ to be delivered by Eng. (Prof.) Amal Kumarage tomorrow (December 20 from 1715 hrs, at the Wimalasurendra Auditorium of the Institution of Engineers Sri Lanka (IESL), at 120/15 Wijerama Mawaha, Colombo 07 which will be open to the public.

Alberta darling, I’m back!

Sigmund Freud would have had something to say about this. On November 23, 2001 and living somewhere far away from Sri Lanka, I must have been in a strange and nostalgic mood or someone must have slipped a mind-mending drug into my cheap drink, because on this day I wrote a highly sentimental, cringe-worthy and embarrassingly silly article for my web page.
The article was entitled “Alberta Dahling” (sic!). To my utter surprise, a lot of good people on the www loved it, wrote to me to say how much they loved it and, more importantly, I didn’t get any negative or derisive feedback.
It is exactly 10 years on now and I started thinking about that piece and what made me write such a silly article. Let me get this right!
Sentimental old fool
I must be a sentimental old fool. I wrote that article when I was a “grown up” and 50 years of age and not when I was a starry-eyed and besotted teenager with pimples on my face. Fifty-year-old men are meant to be sensible and they do not write that sort of sentimental trash!
This is where readers of this article can get totally confused and so do let me explain.
For readers not familiar with who my Alberta is, Alberta is a lovely but a rather rugged girl, weighs considerably more than a ton; several tons actually, and she makes a lot of noise. By the way, she paints herself in bright lipstick-type colours including red. Not the sort of girl that parents would approve of.
Alberta is a Diesel Electric locomotive!
Even now I keep on telling myself that there is nothing wrong in falling in love with a Diesel Electric Locomotive. Motoring enthusiasts treat their cars as if they were human beings. They polish them, spend a lot of money on them, admire them, take them out for a spin and maybe even surreptitiously kiss them when their wives are not looking.
Then there was that famous Volkswagen Beetle, “Herbie” who reached cult status, thanks to Walt Disney Studios, and so therefore why should not trains?
The Reverend T.W. Awdry beat me to it, by a few years, in humanizing locomotives and instilling souls into them and generally making them lovable in the print media. He created Thomas the Tank Engine.
Thanks to the good Rev. and Thomas the TE, young children in Britain know what a Tank Engine is and can rattle off the vital statistics of the said locomotives without ever having seen one in real life.
My little Alberta
Getting back to my Alberta Darling (Vital statistics: No 570, Class M2, Load H), she was the second of the General Motors EMD G12, Class M2 “Canadian Engines” to run on the then Ceylon Government Railway, the CGR.
They, the Class M2 locos, are all over 50 years of age now and all except one, which got destroyed in the war, are still running to this day. I was/am much older than they were/are and that takes me back to the year 1954.
I would have been about five or six years old. We used to live in Kalutara and my late father used to take me out on his battered old bicycle along the Galle Road. One day we heard this thunderous sound of a train and my father stopped his bike to let me see the spectacle of a gleaming blue and white locomotive hauling the “Ruhunu Kumari” train whizzing by.
Who was Prince Edward Island?
At that time there were much more interesting locomotives to spot, notably the “Governor Class” steam locos who all had pompous names like “Sir Edward Stubbs” and “Frederick North” and it took me a while to note that the new Diesel engines were also named…I mean, they had names….if they had names they must be human!.
The first M2 locomotive that I “spotted” was “Prince Edward Island” (No 592) but this name totally confused me, at least for a while. Who is “Prince Edward Island”, I wondered.
Eventually, I asked my Mother and she referred me to my Father. Father was a teacher of Geography, amongst other subjects, and immediately enlightened me on Canadian Provinces. The “Prince”, was actually the name of a Canadian Province! I then set off on Canadian Engine spotting which was rather easy because I could see the railway line at Kalutara from my classroom, teachers were always late and we had an atlas at home! All the Canadian locos were named after Canadian provinces or cities (except two).
Loco girls!
A few years on, now a teenager, other interests entered my life. These other interests were mostly to do with the girls from the Convent school next to our school. This is probably where the circuits in my brain got seriously cross-connected. I was in love with locomotives but then I fell madly in love with a girl.
I used to meet up with her, that is the girl I fell in love with, at railway stations and thus sub-consciously kept my original love, that of trains, going!
One day somewhere around 1966, whilst waiting for my human girlfriend at Kalutara South Railway Station, I saw one of my non-human girlfriends, No 591 Manitoba, clattering over the facing points on the approach to the station, with her main frame swinging from side to side.
That triggered something in my brain and it, my brain, associated the fact that my human girlfriend, who had broad, child-bearing hips, walked just like the locomotive: Swinging her hips from side to side in a provocative manner.
Keeping track
n The General Motors, EMD, Class M2 locomotives of Sri Lanka are considered to be the "most reliable locomotives of Sri Lanka" by David Hyatt, the author of "Railways of Sri Lanka". All except No 571 "Saskatchewan" are in running condition. Saskatchewan was blown up during the war.
n No 570 Alberta was stranded in Kankesanthurai during the war and was used as an electricity generator by the LTTE.
n When KKS was liberated, Alberta was dismantled, transported by ship to Colombo, repaired and put back on the rails.
n No 591 Manitoba survived the tsunami, was refurbished and is now popularly known as the "Tsunami Train".
n Although production ceased a long time ago and General Motors no longer own EMD, GM EMD G12 locos still continue to operate in many parts of the world under difficult conditions.
The damage was done! I started seriously associating Diesel Electric locomotives with girls!
At about this time things took a turn for the worse in my life. I passed my A Levels to my great surprise and I got a place in University. Most people would have been happy with this outcome in life but not me. Sadly, I realised then that I would never get to be an “Engine Driver”.
Somewhere around this time my parents started harassing my human girlfriend. They just didn’t like her which was a good enough excuse in those days. This led to she and I having arguments and she decided to call it a day. We parted company. It was her choice.
I took it badly and became totally disillusioned with human girlfriends. No decent locomotive would have done that to me. Not my No 570 Alberta, nor would have my No 591 Manitoba. Worse things were to happen in my life. I fell in love again with another human female and then another and then another one. Finally, after having gained some qualifications as a Doctor, I moved in to marriage.
It all started on a rising gradient, exciting at first but then the wheels started slipping badly. Maybe I notched up the throttle too quickly. The Dark Period of my life was the 30 odd years I spent outside Sri Lanka where I had very little to do with my beloved loco girls. I worked hard on a steep gradient to earn a living and gradually became domesticated. Oh! And my Dynamic Brakes stopped working somewhere along the line….by the way.

Fast forwarding or notching up the throttle to the year 2009 I find myself 60 years of age and things suddenly get better in my life! I am free! I am now divorced and I find that I can retire comfortably and return to Sri Lanka. Back to the first loves of my life!
This year,on July 19, at 11.31 hrs. exactly and, standing on No 1 platform of Kalutara South Railway Station I met up again with Class M2 No 570 Alberta Darling after a long, long time! It was an emotional reunion.
I actually heard her long before I saw her: the distinctive, loud but harmonious, triple air horns. Then the throb of her big, big, wonderful heart: a two-stroke twelve cylinder 1425 horse power EMD 567 diesel engine.
I nearly kissed her when I saw her! My Alberta Darling! Not many human males get the desire to kiss non-human females of the locomotive type. She, my Alberta, certainly was in good form despite her ordeal in Kankesanthurai during the war years. Tears rolled down my cheeks.
Some things in life do remain… I am single again, retired and no longer have to get up to go to work.
Girlfriends of the human-kind have come into my life and have gone out. Now, re-railed and back on the tracks again, I don’t care for them anymore.
I just get up in the morning to go to the railway station. Being an honest sort of person I do buy myself a platform ticket, which costs me all of Rs 10. Then I wait for my lovely girls. Alberta Darling, Manitoba, Quebecky, Nova Scotiana, Ontariana…..

මේ අතර මෙම මස 24 වැනිදා සිට 31 වැනිදා දක්‌වා දිනවල පෙරවරු 9.00 සිට පස්‌වරු 3.00 දක්‌වා අතර කාලසීමාව තුළ අලුත්ගම හා දකුණු කළුතර අතර දුම්රිය ධාවනය අත්හිටුවන බවද දුම්රිය වාණිජ අධිකාරී ජී. ඩබ්ලිව්. එස්‌. සිසිර කුමාර මහතා පැවසීය. අලුත්වැඩියා කටයුතු හේතුවෙන් දැනට මෙම මාර්ගයේ දුම්රිය ධාවනය කෙරෙනුයේ කොළඹ සිට අලුත්ගම දක්‌වා පමණි. ලබන ජනවාරි 1 වැනිදා සිට අලුත්වැඩියා කටයුතු නිම කෙරෙන තෙක්‌ දුම්රිය ධාවනය සිදු කෙරෙනුයේ කොළඹ සිට දකුණු කළුතර දක්‌වා පමණි.

ගාල්ල හා අලුත්ගම අතර දැනට අලුත්වැඩියා කටයුතු සිදු කෙරෙන අතරම අලුත්ගම සිට දකුණු කළුතර දක්‌වා අලුත්වැඩියා කටයුතු ද සිදු කළ යුතු බව අදාළ ඉන්දීය සමාගම දැනුම් දී ඇත.

එA අනුව දුම්රිය දෙපාර්තමේන්තුව මෙම පියවර ගෙන තිබේ.

දුම්රිය මාර්ගයේ සම්පූර්ණ අලුත්වැඩියා කටයුතු ලබන වසරේ මාර්තු 31 වැනිදා වන විට අවසන් කර භාරදීමට නියමිත බවද සිසිර කුමාර මහතා පැවසීය.

ගාල්ල හා අලුත්ගම අතර දුම්රිය මාර්ග අලුත්වැඩියා කටයුතුවලින් මේ වන විට සියයට 75 කට වැඩි ප්‍රමාණයක්‌ අවසන් වී ඇතැයි ද හෙතෙම සඳහන් කළේය.
